The appropriate highway authority shall provide copies of itsannual construction program to the soil and water conservation district commissioners’ office in each county. The soil and water conservation districtcommissioners’ office shall review the construction program submitted by each highway authority to determine those projects which may impact upon soilerosion and water diversion or retention.
