If as to any one or more properties affected by the proposed vacation and closing of a secondary road, itappears to the board of supervisors to be in the interest of economy or public welfare, the board may purchase or condemn, by proceeding as this chapter provides, the entire properties, and make payment for them. After the road has been vacated andclosed the board shall sell the properties at the best attainable price.
