1. The board or governing authority of each school or school district subject to the provisions of this chapter shall establish and maintain adequate administration, school staffing, personnel assignment policies, teacher qualifications, certification requirements, facilities, equipment, grounds, graduation requirements, instructional requirements, instructional materials, maintenance procedures, and policies on extracurricular activities. In addition, the board or governing authority of each school or school district shall provide such principals as itfinds necessary to provide effective supervision and administration for each school and its faculty and student body. 2. An individual who isemployed or contracted as a superintendent by a school or school districtmay also serve as an elementary or secondary principal in the same school or school district.
