The Iowa high school athletic association or itssuccessor organization, and the Iowa girls high school athletic union or itssuccessor organization, shall not assess a charge for the retransmission of an audio-visual recording of a high school athletic tournament contest or event ifthe retransmission does not occur earlier than twenty-four hours after the starting time of the live athletic contest or event.
