Whenever the federal government, or any agency or department of the federal government, locates in any county an ordnance plant or other project which may be deemed desirable for the development of the national defense or for the purpose of flood control, and for the purpose of so locating such plant or project determines that real property and improvements on the property owned by school districts are required, the board of directors of such school districtsby resolution is hereby authorized to sell and convey the property at a price and upon terms as may be agreed upon. The instruments of conveyance shall be executed on behalf of the school districts by the president of each district.
