1. The maximum speed limit of allvehicles on institutional roads at institutions under the control of the state board of regents shall be forty-five miles per hour. All driving shall be confined to driveways designated by the state board. 2. Whenever the state board shall determine that the speed limit set forth in subsection 1 is greater than isreasonable or safe under the conditions found to exist at any place of congestion or upon any part of itsinstitutional roads, the board shall determine and declare a reasonable andsafe speed limit,which shallbe effective when appropriate signs givingnotice of the speed limit are erected at such places of congestion or other parts of its institutional roads. 3. Any person violating the speed limits established in subsections 1 and 2 shall be guilty of a simple misdemeanor.
