1. The commission, under the authority of the higher education division of the department, shall draw up itsown bylaws, adopt rules under chapter 17A, and do such other things as may be necessary and incidental in the administration of this part, including the housing and fixingthe bond of persons required tocarry out its functions and responsibilities. A decision of the commission is final agency action under chapter 17A. 2. The commission shall function at the seat of government or such other place as the commission might designate.
