Expenditures and refunds made by the board under this part shall be certified by the executive director of the board to the director of the department of administrative services, and iffound correct, the director of the department of administrative services shall approve the expenditures and refunds and draw warrants upon the treasurer of state from the funds appropriated for that purpose.
