A licenseshall notbeissuedunderthis chapterunlessthe applicantshows that the applicant and the applicant’s agents areproperly equipped by training and experience tofindand select suitable temporary or permanent homes for children and to supervise the homes in which the children are placed to safeguard the health, morality, and general well-being of the children.
