The director may permit the superintendent of each institution or the superintendent’s designee to retain a stated amount of funds under the superintendent’s or superintendent’s designee’s supervision as a contingent fund for the payment of freight, postage, commodities purchased on authority of the particular superintendent involved on a cash basis, salaries, and billsgranting discount for cash.
