Any resident, during the time of the resident’s detention, shall be allowed, for at least one hour weekly and in times of extreme sickness, and at such other suitable and reasonable times consistent with the resident’s religious belief and proper discipline in the institution, to receive spiritual advice, instruction, and ministration from any recognized member of the clergy of the church or denomination which represents the resident’s religious belief.
