Rules — organization of department

1. The director may submit to the council for review and recommendation, rules necessary to administer the duties, functions, and programs of the department. The director may consider such recommendations in adopting rules for the department. 2. The rules adopted forthe public benefitsandprograms administered bythe department shall apply the residency eligibility restrictions required by federal and state law. 3. Thedirector shall organizethe department into subunits as necessarytomost efficiently carry out the intent of this chapter and any other chapter the department is responsible for administering. 4.
