A violation of this chapter isa simple misdemeanor. The department may institute criminal or civilproceedings in a court of competent jurisdiction to enforce this chapter. When in the performance of the secretary’s duties in enforcing this chapter the secretary applies to a court for a temporary or permanent injunction restraining a person from violating or continuing to violate any of theprovisions ofthis chapter or rules adoptedunder this chapter, the injunction isto be issued without bond and the person restrained by the injunction shall pay the costs made necessary by the procedure.
