The expense for an inspection and officialtest of a designated animal other than for bovine animals shall be borne by the owner. If the designated animal is a bovine animal, and the owneragreestocomply withand carryout theprovisions ofthischapter and the rules adopted by the department under section 164.4, the expense of the inspection and test may be borne by the United States department of agriculture.
