1. A member, as defined in section 16.13, or a person acting on behalf of the authority while acting within the scope of the member’s or person’s agency or employment, is not subject to personal liabilityresulting from carrying out the powers and duties inthis chapter. 2. The United States and the secretary of agriculture of the United States are not subject toliability by virtue of the transfer of the assets to the authority under this chapter. 3.
