The Iowa arts council shall review programs to be supported and make recommendations on the programs to the director to ensure that Iowa citizens and communities have access tothe cultural, civic, economic, and educational benefits of the arts. The council may solicit public input including but not limited to input on the comprehensive, statewide, long-range plan created by the authority with the assistance of the Iowa arts council pursuant to section 15.108, subsection 7.
