A change in the use of any structure or property within a designated historical district shall not be permitted until an application for a certificate of appropriateness has been submitted to,and been approved by, the commission. For purposes of this section, “use” means the legal enjoyment of property that consists in itsemployment, exercise, or practice. C2024, §15.454
