1. Any board created under this chapter that licensesa prescribing practitioner shalladopt rules under chapter 17A establishing penalties for prescribing practitioners that prescribe opioids in dosage amounts exceeding what would be prescribed by a reasonably prudent prescribing practitioner engaged in the same practice. 2. For the purposes of thissection, “prescribing practitioner” means alicensed health care professional with the authority to prescribe prescription drugs including opioids.
