Proceedings for any action under section 103.35 shall be commenced by filing with the boardwritten chargesagainst the accused. Upon the filingof charges, theboard shallconduct an investigation into the charges. The board shall designate a time and place for a hearing, andshall notify the accusedof thisaction and furnish the accuseda copyof allcharges at least thirty days prior to the date of the hearing. The accused has the right to appear personally or by counsel, to cross-examine witnesses, and to produce witnesses in defense.
