"Stop sale directive"

Sec. 39. "Stop sale directive" means a notification issued by a manufacturer or distributor stating that a new or used vehicle in inventory may not be sold or leased at retail or wholesale due to: (1) a federal safety recall for: (A) a defect; or (B) a noncompliance; or (2) a federal emissions recall.
