Sec. 13. A: (1) nonresident may not operate a motor vehicle in Indiana; and (2) motor vehicle owned by the nonresident may not be operated in Indiana; until the nonresident or the owner of the motor vehicle has complied with the requirements of this article with respect to proof of financial responsibility.
