Sec. 3. Notwithstanding the provisions of this article, a driver of a motor vehicle that is: (1) operated by a motor carrier (as defined in IC 8-2.1-17-10 ); or (2) registered for more than twenty-six thousand (26,000) pounds; is not required to file a certificate of compliance with the bureau.
