Sec. 4. As used in this chapter, "operator" means: (1) with respect to a tollway, qualifying project, or toll road, an operator (as defined in IC 8-15.5-2-5 or IC 8-15.7-2-11 ); or (2) with respect to a private toll facility, a private entity that owns or operates the private toll facility.
