Sec. 3. A person that is eligible to register a vehicle under this title is eligible to receive a specified National Football League franchised football team license plate issued under a licensing agreement entered into under section 2 of this chapter with a specified National Football League franchised football team upon doing the following: (1) Completing an application for a specified National Football League franchised football team license plate.
