No dual registration fees or excise taxes; period of validity

Sec. 4. (a) A vehicle that displays a license plate issued under this article is not subject to dual registration fees or dual excise taxes.       (b) A fee for a license plate issued under this article covers the entire registration period for which the license plate is issued.
