Sec. 10. The operation of a vehicle in violation of section 9 of this chapter is a continuing offense, and the venue for prosecution lies in a county in which the unlawful operation occurred. However, a: (1) judgment against; or (2) finding by the court for; the owner or operator of the vehicle bars a prosecution in another county.
