Sec. 12. The transfer of roads or streets between systems requires a memorandum of agreement signed by both the transferring agency or unit of government and by the agency or unit of government assuming jurisdiction over the road. The memorandum must state the following: (1) The purpose of the transfer. (2) The effective date of the transfer. (3) Any conditions agreed to by the signers. IC 8-23-5 Chapter 5.
