Zoning powers; limitations

Sec. 15. (a) Subsection (c) does not apply to signs erected before March 15, 1986.       (b) A board, commission, council, governmental body, or political subdivision that has the legal authority to zone land has authority to zone areas for commercial or industrial purposes. Except as provided in subsection (c), a zoning action taken by a body described in this subsection may be taken under this chapter.       (c) A zoning action taken by a body described in subsection (a) will not be accepted under this chapter if the action is: (1) not part of a comprehensive plan; and (2) taken primarily to permit the erection of signs in an adjacent area that is outside an urban area and visible from the traveled way of a highway in the interstate or primary highway system.
