Sec. 19. "TNC driver" means an individual who: (1) receives: (A) connections to potential TNC riders; and (B) related services; from a TNC in exchange for payment of a fee to the TNC; and (2) uses a personal vehicle to offer or provide prearranged rides to TNC riders: (A) upon connection through a digital network controlled by the TNC; and (B) in exchange for compensation or payment of a fee.
