Sec. 8. (a) The authority may fix user fees under this chapter by rule under IC 4-22-2 . (b) Any action to contest the validity of user fees fixed under this chapter may not be brought after the fifteenth day following the effective date of a rule fixing the user fees adopted under subsection (a).
