Sec. 3. For purposes of this chapter, "qualified county" refers to any of the following counties: (1) A county having a population of more than sixty thousand (60,000) and less than sixty-five thousand (65,000). (2) A county having a population of more than forty-three thousand five hundred (43,500) and less than forty-five thousand (45,000). (3) A county having a population of more than thirty-three thousand (33,000) and less than thirty-three thousand one hundred (33,100). (4) A county having a population of more than thirty-three thousand three hundred (33,300) and less than thirty-four thousand (34,000). (5) A county having a population of more than twenty-five thousand (25,000) and less than twenty-six thousand (26,000). (6) A county having a population of more than nineteen thousand (19,000) and less than nineteen thousand eight hundred (19,800). (7) A county having a population of more than nineteen thousand eight hundred (19,800) and less than nineteen thousand eight hundred fifty (19,850). (8) A county having a population of more than twelve thousand two hundred (12,200) and less than twelve thousand five hundred (12,500). (9) A county having a population of more than nine thousand eight hundred (9,800) and less than ten thousand (10,000). (10) A county having a population of more than ten thousand (10,000) and less than twelve thousand (12,000).
