Sec. 7. The area of jurisdiction of a port authority shall include: (1) all of the territory of the political subdivision or subdivisions creating it; and (2) a facility that is owned or operated by the port authority, whether or not the facility is within the boundaries of the political subdivision or subdivisions that created the port authority; however, the same area may not be included in the jurisdiction of more than one (1) port authority.
