Sec. 14. As used in this chapter, "project" refers to a project relating to energy infrastructure and generation resources that: (1) are required primarily to serve a large load customer of an energy utility; and (2) may be designed to serve more than one (1) large load customer of the energy utility or to meet other customer demand or energy needs.
