Indiana Code § 8-1-13-37

Investigation by commission on its own motion; rates, service, or territory

Sec. 37. Whenever the commission believes that: (1) any rate or charge may be unreasonable or unjustly discriminatory; (2) any service is inadequate or cannot be obtained; or (3) an investigation of any matter relating to rates or territory for a corporation should be made; it may, on its own motion, conduct an investigation with or without notice.
