General fund funds restrictions; reserve account; certified distribution

Sec. 17.6. (a) Notwithstanding any other provision, funds from the state general fund shall not be used to make up a shortfall in the: (1) reserve account; or (2) certified distribution.       (b) If a county reserve account runs out of funds for making a certified distribution, funds may not be transferred from the state general fund to the reserve account.
