Sec. 1. (a) The commission may contract for the establishment of a statewide wireless public safety voice and data communications system. (b) The system must: (1) be efficient; (2) provide modern two (2) way voice or data communication to user agencies without a duplication of efforts; and (3) allow user agencies with compatible equipment to communicate with one another, resulting in the efficient handling of emergencies and cooperation between agencies.
