Sec. 3. The commission shall establish a website where members of the public may view the following: (1) The audited financial statement of each state educational institution. (2) A comparison between the amount appropriated to each state educational institution and the amount allotted for expenditure by the state educational institution. (3) Information concerning the outstanding debt of each state educational institution, the purposes for which the outstanding debt was used, and the sources of repayment for the outstanding debt. (4) For each state educational institution, all financial and other reports to a state agency that are public records.
