Sec. 4. The powers of the authority under section 3 of this chapter include the following: (1) Assessing issues related to service line ownership and replacement. (2) Assessing the challenges that utilities are likely to encounter as they become subject to more stringent governmental requirements. (3) Studying cost recovery mechanisms that enable utilities to respond quickly to system needs. (4) Monitoring the growing costs for utilities in complying with consent decrees related to governmental requirements. (5) Studying regional water ownership issues, including cross-border issues.
