Sec. 3. (a) As used in this chapter, "qualified broadband project expenses" means capital expenses directly related to a qualified broadband project, including design, construction, engineering, permitting, and testing expenses. (b) The term does not include operating or maintenance expenses related to a qualified broadband project.
