Commission considerations in granting a vendor's license

Sec. 4. In determining whether to grant a vendor's license to an applicant, the commission shall consider the character, reputation, experience, and financial integrity of the following: (1) The applicant. (2) A person that: (A) directly or indirectly controls the applicant; or (B) is directly or indirectly controlled by the applicant or by a person that directly or indirectly controls the applicant.
