Sec. 4.7. (a) This section applies to the licensed owner of an inland casino operated in Vigo County under IC 4-33-6.7 . (b) A licensed owner described in subsection (a) shall enter into a development agreement (as defined in IC 4-33-23-2 ) with Vigo County.
