Sec. 5.1. Subject to: (1) the appropriation requirements in IC 6-1.1 ; and (2) any agreement entered into by a city, town, or county that commits the money for a particular purpose; money received at any time under section 5(d) or 5(g) of this chapter may be used for any purpose authorized by section 5 of this chapter.
