Sec. 15. (a) IC 5-22 does not apply to procurement by the commission with respect to expenditures made under subsection (b). (b) The commission shall adopt rules under IC 4-22-2 concerning procurement that are applicable to expenditures for the following: (1) Emergency purchases. (2) Drug and forensic testing. (3) Expert and specialized witnesses. (4) Equipment and supplies costing less than ten thousand dollars ($10,000) that are necessary for the regulation and administration of horse racing. (c) Rules adopted under subsection (b) must aid the commission in selecting providers that present the greatest long term benefit to Indiana with respect to the quality of the product or services, the dependability and integrity of the selected provider, the dependability and availability of the provider's products or services, or the service, security, competence, timeliness, and maximization of gross revenues and net proceeds over the life of the product or service.
