"Lottery courier service"

Sec. 4.3. "Lottery courier service" means a for profit service operated for the purpose of purchasing or facilitating the purchase of lottery tickets on behalf of persons and delivering or transmitting the tickets, or electronic images of the tickets, to the person in exchange for monetary compensation.
