Sec. 5. A state agency may not: (1) apply for federal assistance; (2) accept federal assistance; (3) submit or accept amendments for federal assistance; or (4) make expenditures with state funds in anticipation of federal assistance; unless the state agency has received approval to do so from the budget agency.
