Drawing warrants on general fund; confinement to current expenses; monthly allowances

Sec. 3. The warrants so to be drawn shall be drawn on the general fund and not otherwise, and shall not include any sum or sums for enlarging said institutions, or any or either of them, but shall be confined strictly to the necessary current expenses of said institutions respectively, and said allowances shall be made monthly upon the certificate of the president of the proper board of trustees of the said institutions respectively, showing in detail the necessity for the amount demanded, and that it has been approved by such board, which certificate shall be countersigned by the superintendent or warden of the particular institution for which the expense was incurred.
