Sec. 3. Notwithstanding IC 8-1.5 , IC 36-9-23 , IC 36-9-24 , IC 36-9-25 , or any other law, if a vacancy occurs on the board of trustees, the vacancy must be filled within thirty (30) days after the vacancy occurs.
