Adoption of rules

Sec. 4. The institute shall adopt rules under IC 4-22-2 to carry out this chapter. The rules must include the following: (1) A definition of a public safety improvement area. (2) A description of what constitutes a high crime rate. (3) Guidelines for the application and approval process for designating an area as a public safety improvement area. (4) A method for: (A) publishing a description of each public safety area approved by the institute; and (B) informing the residents of a city whenever the institute designates an area of the city as a public safety improvement area. (5) A procedure for the institute to give priority to public safety improvement areas when the institute is involved in: (A) awarding; or (B) administering the award of; grants that public safety improvement areas are eligible to receive.
