Indiana Code § 36-8-16.7-8

"Customer"

Sec. 8. (a) As used in this chapter, except as provided in subsection (b), "customer" means: (1) the person or entity that contracts with a provider for communications service; or (2) if the end user of communications service is not the contracting party, the end user of the communications service. However, subdivision (2) applies only for the purpose of determining the place of primary use.       (b) The term does not include: (1) a reseller of communications service; or (2) a provider other than the customer's provider that has an arrangement with the customer's provider to serve the customer outside the licensed service area of the customer's provider.
