Executive director; duties; salary

Sec. 28. (a) The board shall appoint an executive director of the board to do the following: (1) Administer, manage, and direct employees of the board. (2) Approve salaries and allowable expenses for board members, employees, and consultants. (3) Attend board meetings and record all proceedings of the board. However, the executive director is not considered a member of the board for any purpose, including voting or establishing a quorum. (4) Maintain books, documents, and papers filed with the board, including minutes. (5) Perform other duties as directed by the board.       (b) The board shall determine the salary and other compensation of the executive director.
